The fundamental purpose of SCRAM is to promote waste reduction, reuse and recycling. Its regional focus facilitates exchange of recycling information, assists members in marketing recyclable materials, and encourages intermunicipal efforts in managing both recyclable materials and hazardous waste. SCRAM promotes interaction between private industry, government agencies, legislators, and the public on policy issues concerning waste reduction and recycling, and encourages the use and purchase of recycled materials - particularly those with high post-consumer content.
